Reimbursement and Practice Updates Related to the Covid-19 Pandemic
Dear Colleagues,
        I want to wish you all well as we adapt our PT world to a crisis. Rather than extra pronouncements or enjoinders, I want to let you know that if you don’t get APTA North Carolina emails, you can go to your APTA profile and change your email preferences or use APTA website resources about the Covid19 virus, which are extraordinary. With that and the state website (https://www.ncdhhs.gov/news/press-releases/nc-medicaid-increases-support-protect-those-most-risk-serious-illness-covid-19), I hope you are all managing tough professional and personal decisions with a steady hand.

        Where there is local information beyond the APTA and state resources that may be useful to members, we will pass along that information as we receive it. Please understand the information is evolving as the situation evolves, so use it as it is current and relates to your practice and situation. Thanks to our Director-at-Large for Payer Relations, Flo Moses, for keeping up with this important information so that we can share it with our members.
       
        Let’s help each other and practice physical distancing rather than social distancing, so that our community remains strong on through to the other side.

NC Medicaid
To target some of our most vulnerable Medicaid beneficiaries, the following Medicaid providers and services will receive a 5% increase in fee-for-service reimbursement rates, retroactive to March 10, 2020: skilled nursing facilities; hospice facilities; health departments; home health, and private duty nursing; personal care services; physical, occupational, speech and audiology therapy.
Blue Cross Blue Shield
On 3/20/2020 BCBSNC held a webinar regarding telehealth and payment. Here are the main points of the webinar/Q & A session:
  • PT, OT, SLP are all covered. Coverage applies to all provider types
  • Covers anything you would bill face-to-face
  • Reimbursement is the same for telehealth, as if it is face-to-face
  • Use the same CPT codes as if in the clinic
  • Same copays and deductibles apply
  • Can do an initial evaluation or follow up treatment
  • Can do follow up via telehealth for an evaluation that was performed in the clinicCan provide the service via video or audio
*If video use 02 as place of service
*If audio use 02 AND CR modifier
  • BCBSNC Medicare Advantage Plans do include the bullet points above. BCBSNC specifically said that the BCBSNC Medicare Advantage plan section of their corporate policy was not updated, but the new information pertains to Medicare Advantage plans, to include a relatively new one (Experience Health)
United Health
UHC is following CMS guidelines, i.e. covering e-visits for Medicare Advantage Plans; however, like Medicare, not covering telehealth for commercial plans.
